Paul gives 6 'standing orders' to Timothy, orders that are to be kept no matter the situation Timothy faces. So also, these 'standing orders' apply to all Gospel ministers and are to be kept if he would be a faithful servant of Christ.

If a Gospel minister would be a faithful servant of Christ, he must faithfully teach Gospel doctrine to the people of God and train himself to walk in a godly manner.
